7th Pay Matrix New Table 2024: A Pay Commission is a governmental body formed by the Government of India (GoI) to evaluate the current wage system for central government workers. The GoI appoints it regularly, and during commission meetings, many stakeholders, including employee representatives, present their separate suggestions and requests for changes to the pay system. The Pay Commission next deliberates on the proposed adjustments and decides which revisions should be included.
What is the 7th pay commission in India?
The UPA Government launched the 7th Pay Commission on February 28, 2014, led by Justice Ashok Kumar Mathur, and advocated many initiatives. Among the notable ones were the establishment of a consistent base pay for entry-level personnel, the rationalisation of the current grade pay structure, and the enhancement of transparency within the payment framework.
The commission’s main report, which was submitted on November 19, 2015, argued for a 23.55% rise in pay and allowances for government employees.

Minimum and Maximum Pay: The Central Pay Commission (CPC) advocated raising the entry-level minimum wage from INR 7,000 to INR 18,000 per month. Furthermore, the maximum monthly remuneration for top-tier posts such as Cabinet Secretary was proposed to be INR 2.5 lakhs.
- Annual increase: The annual increase rate stayed constant at 3%.
- Pension Revisions: As the minimum pay scale for Central Government employees has risen significantly, so has the minimum pension. As a result, the minimum pension for a central government employee increased from Rs. 3,500 to Rs. 9,000.
- Fitment Factor: A consistent fitment factor of 2.57 was used to the current pay of all employees to arrive at the new pay scales, assuring justice and uniformity.
- The 7th Pay Matrix replaced the conventional system of pay bands and grade pay with a new pay matrix in which an employee’s position was determined by their level within the 7th pay matrix.
- Gratuity: The maximum gratuity has been increased from INR 10 lakhs to INR 20 lakhs, offering more financial stability upon retirement.
- The creation of a Health Insurance Scheme for both Central Government employees and pensioners was a noteworthy milestone.
What is the 7th pay matrix pdf
The 7th CPC Pay Matrix is a well-structured graphic that depicts the compensation hierarchy at various pay levels. It was implemented in 2016 to improve compensation transparency while assuring uniformity for entry-level employees. The 7th Pay Matrix table has 760 cells and serves a workforce of over 30 lakh people.
Each of the 19 columns in the 7th Pay Commission Pay Matrix represents a distinct pay level, while the 40 rows represent the various compensation increments that employee may experience over the course of a 40-year career. This two-dimensional 7th CPC Pay Matrix has a horizontal range designated from 1 to 18, which represents different functional responsibilities. The vertical dimension, on the other hand, represents ‘pay progression’ inside a certain level, displaying a yearly financial progression of 3.00%. The cornerstone of the pay matrix is the minimum wage established by the 15th Indian Labour Conference (ILC) rules or the Aykroyd formula.
The 7th Pay Commission Pay Matrix was created to simplify the new pay scale presentation, allowing employees to recognise their pay level and forecast future earnings as their careers progress.

How to find pay level in the 7th pay matrix pdf
A government employee can use the 7th CPC Pay Matrix table to establish their pay level by following these easy steps:
- Horizontal Range: They should first determine the appropriate ‘Pay Band Level’. This will help them locate the proper category that matches their employment function and experience.
- Vertical Range: They should then locate their ‘Grade Pay Level’ within the vertical range supplied.
- The intersection of these two ranges corresponds to their compensation category (pay matrix level).
